Two men in costume at night on a street: one wears a blue hard hat and a jacket covered in scrap metal and gadgets, writing on a clipboard, while the other wears a large sign resembling a FEMA check made out for "two thousand" to "dislocated coon-ass."

Halloween on Decatur Street at the intersection of Decatur and Govenor Nicholls... The man on the left was dressed as a FEMA agent and the man on the right was dressed as a FEMA check. When this picture was taken, the man dressed as a FEMA agent was writing a "FEMA check" to the other person.
