Spotlight for high-achieving students

So much of the State Board of Elementary and Secondary Education and Recovery School District's reform efforts have been targeted on failure. State takeover legislation focused on the percentage of students who were approaching or below basic levels. The recent grading policy arose because of expected, widespread failure. Katrina lunches, insecure security guards, and waiting lists crowded the journalistic marquee.
