The FEMA overseer further instructed the diver he was there to estimate repair requirements and not to investigate cause. The diver pocketed a piece of the obviously exploded concrete that had been a levy. Having hid it in his wetsuit, he sent it for testing that returned proof positive for 2 military grade underwater explosives. \r\n\r\nReported by the AP and later adjusted without any error notice, New Orleans Police officers shot dead 5 Army Corp of Engineers Soldiers carrying weapons. Presumably not in uniform. This occurred on a bridge near a levy site. \r\n\r\nThe levies did not fail until 24 hours after the eye of the storm made landfall. Once the eye of the storm is ashore the sea surge is eliminated.
